Cage
His face run is terrible but he is great as a smartass heel

I actually went with Scott Steiner.
LAX is vicious, but they are so cool the some people in the crowds like them. I dont' think Jarrett is all that great, I just don't. His act is too dull to be the best anything. Cage is a good heel, but he was a face most of the year. I don't think Nash ever got over as a heel in the iMPACT Zone. AMW, Abyss, Brown, Ki all kind of fall in the same group. And I love the WWE option, it might actually be #2.
But Steiner was really hated. No one seemed to like him, everyone was begging for Joe to murder him, and he was just killing people on the mic whether what he was saying was true or not.
So ... Steiner followed by WWE. (Wow, that's not good lol)

Cage has been remarkable in his heel role since Hard Justice. But LAX have been so good in & out of the ring (once they actually started wrestling & ditched Machete). I'll have to come back to this one.

WWE for the ability to create rage in the audience

I went with WWE, but one heel I think should get some praise is Double J. He actually literally got a fan so riled up that he jumped the rail to attack him.
So despite not being too popular, I guess that was the whole point for J-E-Double F J-A-Double R-E-Double T.

I would say LAX, but like others have said, they're actually being received as faces. Its time for TNA to start hitting the road with house shows so they can find an audience who will treat them as heels.
Also, can we consider Angle a heel or a face? He's gonna get huge pops wherever he goes, but how are we supposed to take his "snapping" on West, Young, and Val?
As for the E being listed as the top heel in TNA, I think its the truth...which makes me incredibly sad. TNA needs to look within its ranks for its heels and get its mind off of CT for once.

I voted WWE since everyone from Rhino to "VKM" to the Dudleys cried about them all over TV

Jarrett, it's impossible to like the guy. At least for me anyway.

His competitive fire is the basis of his gimmick. He'll appreciate the fans one day, and go berserk on someone the next. People will boo him for crippling Don West and dragging Val around, but they'll cheer him because he's Kurt freakin' Angle.

Hands down LAX is one of the hottest angels in wrestling to include WWE. They have such heat and it's a catharsis as to should the fan support the rights they are after or be potentialy seen as racist for booing them? The guys can wrestle, great mouth piece in Konnan, it is relevant, they dominate, they have a cross over appeal, and in general are well balanced. Homocide is quick and flies while Hernandez is a huge powerhouse that throws guys around. Hands down best heels in wrestling today

LAX was hot, but despite what you think about him, nobody is legitimately hated more in that company by the fans as much as Jeff Jarrett.

Nothing gets a reaction from the Impact Zone quite like the WWE. So, y'know, that.
