His program with Lawler is one of the first true "sports entertainment" angles, he was a better heel than some actual wrestlers, and it seems like everybody except the wrestling world (or at least WWE) recognizes its brilliance. Mr. T and Pete Rose may have done more with WWE, but since T doesn't want a place in the HOF, I say put it to some use. Won't be the first time someone's been inducted for non-WWE work. Hell, I've no problem with Drew Carey but his Royal Rumble stint did absolutely nothing for the business; you can argue Kaufman/Lawler helped the business. I don't know, maybe there's a story here that I don't.

Because they can't find him, so he can't show up to accept it.

I think they'll do him eventually, it's just that it's a lower priority since he's not a big name they can make money from an appearance by - or indeed have an appearance at all. And honestly, if it wasn't for his role in wrestling, I'd never have heard of him, and the same is probably true for many in their target audience.

Celebrity inductions are usually just to drum up publicity and make the company look "major league" by having celebrities at the ceremony.
Since Kaufman's dead, and he was kind of a niche celeb even at the height of his fame -- he probably doesn't seem so appealing to the people who decide to induct people into the HOF.

Tony Clifton has threatened to perform at the induction ceremony.

He was one of the few celebs who not only was a true wrestling fan, he understood the showmanship of wrestling and delivered huge. Hell his whole career might of been inspired by wrestling. Hell I love the fact that the only reason Jerry Lawler and Bob Zmuda broke kayfabe and admitted the angle was a work, a secret Kaufman wanted to take to his grave, was because they didn't want Disco Inferno playing the role of Jerry Lawler in Man on the Moon

Who better than Jerry Lawler to induct him if he does get inducted.

Do they own any footage of the Kaufman/Lawler feud?

Vince is only just learning of Rodney Dangerfield. Give him a few years.
