I see his point, but I don't think that's the only possible interpretation(unless that's what Moore said, in which case my bad! Can't listen to the podcast now).
You could also make the argument that the bridge Batman crossed isn't the one of killing the Joker, but the one where he condemns people to suffer because he can't kill him. If he doesn't kill him at that very moment, he won't be able to justify ever killing him to himself since he would always think "I didn't kill him then, I can't do it now." So by doing this he would be going along with the twisted game Joker always wants to play with him. By vowing not to cross his line of morality(to keep him sane, and sanity is a big theme in the story) Batman effectively crossed another line in that he is knowingly allowing that to happen over and over again.
