Curtis Axel probably thought the WWE hired valets at the end of the ramp to pick up his title to carry over to the timekeeper's table and then return the title to him at the end of his segment.

I simply saw it as playing up he story a bit.
Axel heading out, confident, thought Heyman was right behind him. Then he realizes that Heyman is keeping his distance.

I love Curtis Axel. I don't care if his promos aren't great, he is awesome in the ring and has a great presence.

Years ago, his dad Curt Hennig told him he'd be right by his side on the night of August 19th, 2013 to take the IC title from him before his match.
HE TOLD HIM HE'D BE THERE.

He kept hold of the belt in the end though.
So you are entirely correct, he handed his belt to a nobody.

Curtis Axel sucks, John Morrison has no charisma, Bret Hart judged the taker/hhh match 4/10 because he's bitter (not because it was overdone and plodding), etc etc

It seemed like an ap metaphor for his reign. Axel's confident about being the champ, turns around with the belt, and no ones there.

If the segment was "Curtis Axel stands there like a clueless goon holding his belt in the empty air for several seconds", I'd agree on the funny. However, I've not seen that one, so I assume we're talking about "Curtis Axel hastily tries to hand his belt behind him for a half-second, but his manager is retreating due to the approaching angry wrestler who wants to rip his face off".
Sorry folks, I know one of the running gags is to Virgilize everything the guy does, but this one's really reaching.

I don't get the hate for the guy. He's not my favourite and he isn't great with a mic in his hand but he can go in the ring. Keep him with Paul, make him look a bit stronger in the ring and have him defend his IC title successfully a few times and he will come good.
As for the clip its funny alright but no big deal.

I've got nothing against the guy whatsoever, I just found him holding his belt to dead air to be funny. I also don't for a second think it was planned.
