Axel for the IC Title. Mostly because Brock won't be back until the Rumble I'm guessing. This is the problem with Lesnar's limited dates. The main draw in this feud was Lesnar vs Punk. And now that it's over and we've got to wait for a bigger stage for Lesnar vs Punk 2, Punk's sort of spinning his wheels with Heyman and Axel. And eventually that's going to be done too, probably after NOC. But at the same time, it'll do wonders for the IC title. I'm guessing he wins the IC title, and kicks the crap out of Heyman and Axel. There's a big gap in main event faces now, but I still see Punk as a main eventer, actually defending the belt against heels and using his overness to help out guys like Fandango, Wyatt, Barrett, Ambrose, Cesaro, Sandow, etc. get some major exposure. Beating the number 2 babyface of the company for the IC will be more important than beating somebody like Kofi for it for the millionth time. It'll be a nice throwback to when the IC title meant something. I agree with this. The IC Title may seem like a step down for Punk, but it's not that bad if they let him defend the belt and cut promos. Imo, the worst fate that could happen to Punk is if he becomes another Sheamus, Ziggler, Kane, Henry, Big Show type getting thrown into random throwaway matches just for the sake of getting him onto the show because he's "too important to not be doing anything". Id rather see Punk as Intercontinental Champion, defending the belt and bigging it up with promos than to see him as yet another interchangeable "main eventer". Last thing we need to see is WWE Creative going, "Here Punk, have a World Heavyweight Championship for your trouble".

Punk SHOULD win the Intercontinental Title, and build it back up to the #2 belt. However, if WWE feels that they need the World Heavyweight Title to make certain people look like stars, I think a good way to go about it would be to quietly de-emphasize the World Title by letting someone like Alberto Del Rio (since WWE are insistent on pushing him) hold onto it forever and effectively kayfabe rendering it into what it really is, a vanity prop designed to inflate a wrestler's importance. Basically make it Del Rio's version of the Internet Title while EVERYONE ELSE is feuding over the IC belt.

I wanted Rhodes to win the IC title and make good on his goal of pulling an Ultimate Warrior. Punk would be an awesome IC champ though, he'd put the belt over big in interviews and have good matches with a wide array of midcarders.

Jericho and Mysterio had an awesome feud for the IC title when they were too big for it.
Have Punk win it. Take someone like Cesaro or Swagger or even some other high midcard heel and just let Punk tear it up.
Like an "RVD ECW TV TITLE REIGN" wear he can claim he's the best and whatever title he has is the most important kind of deal.

I feel that the IC Title is much easier to rebuild than the WHC, since the WHC is already solidified as the consolation prize belt. Due to the disparity of star power, I'm unsure if a WWE/WHC unification is even pIausible, but a WHC/IC unification (with the winner keeping the IC belt and retiring the WHC) could work with the right wrestlers.

They want to keep Lesnar strong for Taker at Mania. So Punk beating Lesnar (Like Cena and Trips did) makes NO SENSE from a booking point of view. They should have just had Lesnar feud with someone else.
Punk needs a nice new push, since they really haven't done much with him IMO since he lost the strap to Rock
