And if so, what the heck was it?
His nickname was Hacksaw, he carried a 2x4, he alternated between screaming 'HOOOOO!' and 'USA!', he looked goofy as hell, when he talked he sounded goofy as hell, and he even occasionally had his own version of Hulking Up where he would stomp around the ring ignoring anything his opponent did to him.
How do all of these things fit together into one character? I'm so confused.

Duggan came in before every single worker was required to have a instantly-identifiable gimmick. When he first entered, he was still using his UWF-area persona, a serious, no-nonsense tough guy with a patriotic streak. It was only after he and Sheik were busted and he returned that they started to dumb his character down a tad more and go more for a comedic approach.

if Vince was really as petty as people say, when he returned he could have been called Jigsaw Jim Duggan and been a puzzle enthusiast. 15 years later his son starts wrestling for Chikara

Yeah, from what I've seen Duggan's original character seemed much different than the goofy comedical one that we all know/love. It had a real person/pro-American/common worker vibe to it.
And I would figure that the evolution into what it became was inevitable, in order to keep the character around for a while. Because trying to play him off as serious against foreign heels forever would've gotten incredibly stale.

His character a big dumb former football player, who loved the American flag, and liked to play with wood.

I think his initial face character was based on the character Buford Pusser from the original Walking Tall. The Patriotic gimmick started because Ted DiBiase turned on him and joined Gen. Skandor Akbar' group.

He was still a serious character when he came back to the WWF, his feud with Andre was really the high point of his WWF run and that came after WM4. They did't really dumb him down until he had the King gimmick in 1989.
