I have to go with D-Lo Brown- he had a ton of reigns, and when he had the belt, he didn't treat it like a trophy- remember when he would hail from different European places?

there were really only 2 periods of time that the title was seen as "legit": - the introduction via tournament in Berlin, Germany (plus the ***** finals). then Bulldog only started defending it outside Europe around fall 97 - the feud between D'Lo and X-Pac between June-October 98. goooooooooooooooooooooood times!

I'll never forget the look of happiness when D'Lo Brown won the European title. He looked like a kid at Christmas.
