Don't you need a licensed sanctioned referee for Orton vs. DB during the MITB cash in? Triple H was only suppose to be a guest referee for the match earlier. DB should contact Otunga

Also, shouldn't the match not count since Bryan wasn't on his feet when the match started?

Ok, who appointed Triple H ref for SS in the first place? Triple H. That means he has the power to make himself an official at any time for any match.
Besides that, Paul Heyman counted the fall in a MITB cash in.
And as far as Bryan not being on his feet, you know who else cashed in on an unconscious opponent?

HHH was most likely a licensed official for the evening. that way on the odd chance that every other referee on the crew got sick or injured then he could take their place.
