There's a ton of WCW ones, as a good amount of them spent some time in ECW: Benoit, Malenko, Guerrero, Public Enemy, Jericho, some of the luchadores, Steiners, etc. I could see the Giant as a better 911 or Brian Lee and people like Regal, Booker T, Meng and Barbarian, etc. doing very well. Someone like Macho, of course, would be over because of who they are.
WWF is a bit harder but guys like Bret, HBK, Undertaker, Goldust, Vader (as you mentioned) would do well. I think Bob Holly, Owen, Brashaw, and others would get over and there were plenty of guys, like Taka and Furnas/Lafon, Foley that had ECW runs/appearances. Triple H would translate well, I think.

Owen Hart in ECW could've been interesting.
Sid got over huge during his 1999 ECW run, I'm guessing he would've been huge in 1997 as well.

Val Venis as an even more explicit character (I know he's 1998)

Pretty much anyone. Play to their strengths, hide their weaknesses, Heyman at that point could work with it. I mean he got a Dynamic Dude and a York Foundation member over. Have them strike out against The Man (Steve Austin, Brian Pillman), let them show their stuff (Scorpio), or gimmick them up for garbage matches, it could be done with just about any of them.

Unless this is some theoretical situation where we're imagining how these guys would fare if they were coming in as unknowns without being established stars, then practically all of them. ECW crowd popped huge whenever someone from one of the big promotions showed up.

I think the ECW crowds, bloodthirsty as they may have been, always had a soft spot for guys in the big two they felt were under-appreciated.
That said, Hugh Morris I've always felt could have made a big splash and reinvented his career there.

ECW fans would have loved the Hardys, who were basically jobber-fodder for the bigger guys at the time. (Heck, Jeff was RVD's opponent when he showed up on Monday Night Raw in May 1997.)

Big Show in ECW would be insanity. I have no idea how that would work. ECW never had anyone approaching his size. He would have to be their world champion for 100 years, even Taz couldn't suplex that guy.

Would have been fun to see HBK go all out against RVD, Lance Storm, Jerry Lynn, Taz, Dreamer, Raven, Doulgas, Sabu and a few others in that ECW atmosphere.

As great as Lawler was in that feud, I would've loved to have seen the original DX of HHH, HBK, and Chyna being part of the WWF Invasion of ECW instead. Cocky Heel HBK in the ECW Arena would've been legendary.
