Hogan announced on Impact that Bully Ray would be defending his title against a fellow Aces & Eights member in two weeks.
How does this make any sense?
I thought TNA saw the outlaw biker gang as interloping pariahs who had to be eliminated at all costs, so why allow one to compete for the World Title?
It's entirely nonsensical and further harms a storyline that's already had its share of hindrances (i.e. Angle's rehab stint and the ham-fisted handling of AJ Styles.)

To create further dissension I would imagine. But wouldn't it be better to have one of their own (TNA's, that is) to get the belt off Bully and just be done with the group altogether?

Again to divide them. If they lose the title they still have an us vs them mentality. If they fight for the title themselves that could cause a rip in the group and have Bully Ray be alone as champ and when he loses he got nothing to fall back on.

It actually does make sense. In the short run, they keep the title but in the long run you basically force them to fight amongst themselves. which would do more harm to the group than losing the title might.

He wants to cause even more dissention, which has really been brewing the last few weeks, & he's still got the BFG Series to give one of their own a title shot. So, even if another member beats Bully, they still have to contend with the BFGS winner either way, but with the added bonus of seeing the group possibly implode before Bound For Glory.

1) We see dissension brewing between Aces and Eights and the in fighting begins between Doc/Anderson. 2) Bully loses the title and doesn't get the advantage over a much smaller Sabin until Ortiz gets involved. 3) Devon gets fired and after he is torn apart by Ray, Tito is patched in by Bully much to the chagrin of the rest of the group. 4) Anderson and the others discuss, in fewer words, ousting Bully Ray.
It's obvious the Aces and Eights camp isn't happy and we have seen it coming for weeks, if Hogan hadn't taken advantage of this obvious chink in the Aces and Eights armor THAT would have been illogical. This on the other hand makes sense and is the logical continuation of this current part of the story.

Because Hogan was clearly drunk I don't think drunk, maybe just medicated. there's a difference between all sorts of whacked out delusional Slammiversary terry, and the fully baked terry you see on impact every week.

I guess Hogan saw all the Aces members complaining about Bully, so he senses an opportunity to exacerbate their problems by having Bully face one of the members while they are angry with each other. I haven't read the spoilers, but I assume Anderson is the Aces member who will face Bully.
