Angle failed wellness for the second time in less than a year and refused to go to rehab so WWE released him. Same exact thing happened to Umaga.
Angle was on steroids and painkillers during his WWE tenure big time, especially from 2002 to 2006. He was much bigger than his frame. If you noticed during his "I'm going to the Olympic Trials" phases, he got really skinny in TNA, almost like a cancer patient.
WWE will take him back and get him to wrestle one day. He can still go.

If Angle ever did go back to the WWE, it'd be best if he had a limited schedule. Angle can still contribute to the business, but it'd be best to prevent him from being on the road for long periods of time, for the sake of his long-term health.
He'd also be able to take his rightful place in the HOF, and like mentioned already, would be an extremely valuable trainer for future talents.

For the record, Alvarez once said that WWE people had confided in him that, in 2006, Angle was in the worst shape from drugs than anyone they had ever seen, including HBK and Brian Pillman.

Kurt Angle is my all time favorite. Bar NONE.
No one has entertained me more in as little time as Kurt did from 1999-2005. Every single match, every single segment, every single time the music hit...it was must watch for me. Yeah, he started to become an wrestling machine lacking a personality in 2006, but he was still putting on clinics.
At first, I thought I would miss him in WWE, but come to find out, I felt at the time him leaving was best for both he and WWE. At the time, Kurt just felt like an empty tank. WWE never really pushed him as the guy for very long, when I felt he was far more capable of of being at the helm of a "reign of terror" as opposed to Triple H. Kurt's move to ECW was insulting to the idea that he was going to a third tier show (albeit probably would have been champion in no time)...but I felt as a guy who had been there that long, he was fine staying on Smackdown.
Ironically, it was Kurt's debut in TNA that turned me off TNA. I won't deny he has had many many good matches there, but he overshadowed the company in a way I felt a wrestler shouldn't (the same way Triple H seems to do a lot of times). And not that I'm a Samoa Joe fan, but he didn't need to be losing to Kurt right away, right there it showed me that TNA didn't have a clue to build to a proper program, and I'm not saying that to bash them...but it's the truth. I haven't followed them very closely over the last few years as a result of this.
Would I like Kurt to come back to WWE? Absolutely! I think he has a ton to offer in terms of matches with so many people. Not only that, I would totally buy Kurt as WWE champion as long as it's a short term goal to work with guys he might not otherwise have programs with. Hell, the very idea of having Kurt in the ring with Punk, Bryan, Cesaro, Rollins, Swagger, Ziggler, Sandow, Sheamus, Santino, Del Rio...I can just imagine so many great scenarios with anyone he gets in the ring with. Hell, the idea of a Del Rio/Angle program might be the best scenario Del Rio would ever get in terms of having a feud people care about!
Also, I'm a little selfish in the idea that I've always wanted Kurt to win the Rumble and have a Mania moment. I know it will never happen, but if one veteran were to ever do it, I'd prefer it be him, since he's never had a major Mania moment like so many others have.
Kurt's recent troubles have hurt as a fan, because I'd rather not be disappointed by a guy who I used to look up to when in high school. I'd rather he not become a casualty of wrestling like so many others have. If he did, I don't know how I would be able to handle it, because he was literally THE guy I followed his career from day one as opposed to others who eventually won me over. Get better Kurt. Most of us love ya, and we want your goofy ass to be around for a long long time.

Personal view on Angle... I definitely want to see him get cleaned up and all, of course, and I would like to get him in the WWE games, maybe putting in a stray appearance or two if only for the pop, but I really don't want to see him back as a regular part of the roster. While I've generally liked him he's never been a favorite, and I've always kind of been under the opinion that he's a weird case of a great worker who needs to be carried which is an opinion his TNA work has done nothing but back up.
