OK so the buildup on the Road to WrestleMania XV had Road Dogg in a 3-way feud with Al Snow and Hardcore Holly over the Hardcore Championship. Meanwhile, Billy Gunn had issues with both Val Venis and Ken Shamrock involving Ryan Shamrock, who eventually went to Goldust.
SO NATURALLY, 2 weeks before WrestleMania Road Dogg wins the Intercontinental Championship and Billy Gunn wins the Hardcore Championship....WHAT!? And at Mania, they're even in matches with the other person's rivals. That booking made absolutely NO sense; the Outlaws essentially swapped title feuds for no apparent reason. Why did this happen?

Wasn't it because Road Dogg was injured only a few months before and a Hardcore match would've been a bit dangerous for him?

For people who like to glorify Russo-era WWF, I like to point out boneheaded decisions like this one. Even at 11 years old, I remember thinking to myself "WTF are they thinking?"

I re-watched all the Raws from 1999 and you could tell that switched Billy Gunn and Road Dogg around that time, in terms of where they were going with them.
