Undertaker is the only truly viable alternative. Nobody else was ready for the title and hot shotting Austin or Kane would have been a big mistake.
As for Shamrock, I loved him as a kid but with hindsight, that would have been just terrible.

I don't really see the logic in putting the belt on Shamrock - he was nowhere near big-enough or ready for it at that time (or indeed, ever).
Austin had to win it at WrestleMania - it was clear by then that he was the next big thing, and it was only fitting that the Austin era began at the biggest show of the year (though WrestleMania wasn't exactly stadium-sized at that point). Winning it on some random Raw would've been a waste.
The Undertaker was off TV building the storyline with Kane's arrival the month before, so he wasn't an option.
For me, if you can't get Shawn Michaels under control long enough to reason with Bret, then there aren't many options.
I wrote in another thread an idea I had about using the Bulldog as a transitional champion, which I think would've been the best solution - a four-way elimination match (which I don't think they'd done at that point for a WWF title match) between Bret, Shawn, Bulldog and Triple H, where Bret can put over Triple H (who wasn't everywhere near the main event then so could've used the "rub" of eliminating Bret from the match), Bulldog then eliminates Triple H, fights-off DX, before Bulldog finally gets his long overdue win over Shawn Michaels (probably would have been a problem getting Shawn to put anyone over at that point - particularly after his politicking at One Night Only - but lets assume the promise of the title the following month would lead to him being professional in this case). Then at the DX ppv or the Rumble Shawn can win the belt, leading-up to Austin winning it at WrestleMania.
In the end, it was all very childish between Bret and Shawn, and I'm not sure Vince was strong enough in his approach to resolving matters, particularly with Bret's creative clause and Vince's love of all things Shawn. But in the end, I'm sure Vince is actually very happy with how things turned-out as he's made a fortune from the fall-out of the screw-job.
