I get it for gimmicky things like Destination X and maybe even Hard Justice. But No Surrender?
It feels like every other week there's a "special show". Impact live, impact taped, Special impact, Special pt. 2, Impact live. repeat.
I thought the point of ditching the ppv's were to give more time between big matches? Granted, they were too damn slow before Destination X, but now it feels too damn fast.

No Surrender is a show where the gimmick is making a big deal of the Bound For Glory finals.

Yeah, it seems like once they did the DX special, they started doing them too often. I'd like to see them choose their best 4 (DX, Hardcore Justice, Sacrifice and ?) and placing them between their PPVs. I get this is a busy time of year for them but way too many "specials".

I assume that it's a contractual obligation thing - as long as they still have a number of "ppvs" per year they're doing what Spike wants, even if they aren't actually getting people to pay for them.

So they are essentially doing "Clash Of The Champions" but airing it instead of Impact instead of in its own block?
They should negotiate with Spike and see if they'll let them do a special on a Saturday or Sunday Night every few months

It's a ratings ploy. Similar to WWE doing Raw Roulette or Live Smackdown.

could work in that by having "Free PPVs" they don't have to alter their script scheduling by having to string things out for 3 months (it's only 4 real PPVs now right?). then by having ppv quality matches for free maybe they figure they can pull in a few more viewers that might not have paid for the same card at a PPV but figure "hey it's free" and watch/dvr it.
also means a half dozen or shows less to plan/produce/pay people for (cause money's tight!) since instead of a show +PPV week it becomes just a PPV week.
