Because kids don't care about movie ratings if there are really cool toys involved. Explain the Highlander cartoon then. I could be wrong, but I don't think ANY toys came out for that. OK, so they did have toys.
Still seems silly to me unless the toys actually came with beheading features (and yes, I know they changed things on the heroes side in that respect).

And what about Predator? Every week Dutch and his team thwart a Predator attack. Dutch's team now consists of a gun toting sumo, wisecracking orphan, mystical female, plus Danny Glover & Morton Downey Jr

Rambo: Force of Freedom was basically GI Joe, Conan the Conqueror wasn't exactly He-Man but they could make it more generic action/fantasy and it sells easier. Strip the films down to it's high concept, Robocop is a cyborg that fights crime, and since whoever owns the property wants to make money, we get an animated series. I think Commando should've gotten an animated series.

Toxic Crusaders I think was just Lloyd Kaufman trying to make a buck in other areas. And I am glad he did. I may have been the only kid with a Toxie figure but it did lead me to searching out the movies as I got older(I was too chicken when I was a kid). I was confused as to why there were action figures of Aliens, but I didn't ask questions because it was awesome.
The Highlander cartoon used a lot of convaluted loopholes and I'm surprised they even tried.

The interesting thing about Robocop: The Animated Series is that it takes place DURING the first film, since {Spoiler}{Spoiler}Clarance Boddiker and Dick Jones are still alive in the series. EDIT: Also, there was Chuck Norris Karate Kommandoes. Not based off a movie, but all of Chuck's films up to that point were rated R (he wouldnt make a "family" movie until 1993's Sidekicks).

They could honestly easily do an Evil Dead cartoon (probably need a title change). The madcap antics of a hapless Ash, whether trying to impress his boss by inviting him to dinner or arranging a romantic picnic for his sweetheart Linda... the pesky Deadites always end up screwing up his day. Only in this version the Deadites aren't really bad dudes, they're just clumsy pranksters. Like that little shit in that childrens programme Fudge.

Most of these had NES games as well; that probably played more of a factor to them getting toons than the movies did.
Though as a kid I had a John Matrix action figure. Still do, he and John Rambo are overlooking the computer desk as I type this.

Starship Troopers also had an animated show. I don't recall if that movie is rated R, but I certainly can imagine it was, due to the graphic violence, high amount of nudity, and probably swearing. I forget if Little Shop of Horrors was rated R, but it was certainly not a children's film, and it led to a terrible cartoon.
I think Eraserhead would have made for a great cartoon. Henry has to take care of his baby, sometimes dodging his boss so as to be able to remain on vacation, all the while courting his crush, the Lady in the Radiator. A typical episode might involve him uncovering the truth behind new chickens, meeting the Man in the Planet, or a trip to the pencil factory.
I even came up with a themesong. At Henry's, everything is fine! At Henry's, everything is fine! At Henry's, everything is fine! Bring your friends, and I'll bring mine!

That's easy, base it on Army Of Darkness and since it's a children's cartoon and you can't use Dead in the title, it'll be called "Ash and the evil skeletons". his Chainsaw hand is replaced with a magic sword and the "Boomstick" is a magic artifact that looks like an actual stick instead of a shotgun.

Not to mention that "Walker, Texas Ranger" was considered family friendly with the exception of a handful of episodes (Particular the ones with a villain named Victor LaRue, or even ones that tackled on the subject of sexual assault or any "dark" episodes).

The Boomstick can be a sentient stick like a wisecracking 80's stereotype of a black guy. Those characters plagued the universe back in the day. And after ever pun or wisecrack it says "BOOM!".

I think more kids saw these particular R-rated movies than you'd think. Don't doubt the power of permissive parents and cool uncles! Also, I assume Toxic Crusaders was made to do that whole "Captain Planet" type of thing...and besides, Toxy looks like a pretty friendly character despite how ugly he is. Part of it I'm sure is people wanted to cash in on Captain Planet's popularity by having their own enviromentally friendly super hero. But I'm sure another part of it was "The kids seem to enjoy these Teenage Mutant Ninja Turtles, we need our own cartoon in which the protagonist(s) become hero(es) after being chemically altered by toxic waste!"
