the talent who wrestle on the show, I don't want to turn this into a 'ratings' debate or anything like that, but I'm guessing that people like Tito Ortiz and Rampage Jackson are getting probably a lot more than the talent who wrestle and correct me if I'm wrong but has Ortiz done anything other than stand with his arms folded that makes him worthy of the money he probably gets?
I don't want a ratings debate, I just want your opinions if you think its right?

Is it right that guys that fake fight in their underwear get paid more than someone working 40 hours a week in a coal mine?
There's no right or wrong, you negotiate a contract and can either sign it or go work somewhere else.
When a TNA wrestlers contract is up, there's nothing stopping them from signing a deal with the UFC where they stand in the octagon with their arms folded.

Well, you got to keep in mind that these MMA guys are being treated as special attractions, guys that can bring in extra viewers. As such, they get paid more than the average, regular roster member. Now, I'm not saying the MMA guys actually are bringing in new viewers but that's the idea behind it. Is it fair? ...Eh. I mean, yeah, if I was a guy who was wrestling most days of the week but was getting paid less than a guy who was working a much lighter schedule, I'd be pissed. At the same time, it's wrestling (and general business, for that matter) 101. Whoever brings in the most money gets paid the most and gets the most benefits.
Are Tito and Rampage earning their keep? I seriously doubt it because it's f***ing TNA. Ratings don't change and I doubt people are rushing to the merch stands to buy a new Tito shirt.

This isn't like Brooke Hogan getting more screentime and being paid more than actual female wrestlers, I would be very surprised if they're not there at Spike's request and if any of the money they're being paid is coming from TNA.

I'm not convinced that TNA is even footing the bill for them. At least totally. Bellator is Spike's baby, so I imagine they're paying the bulk.

And also, as far as promotion goes, I think they're there to try to bring people from TNA to Bellator moreso than to bring people to TNA. Sorta like how Edge goes on Raw to advertise Haven to that audience.

Yes, in the fact that TNA is bringing in Tito and Rampage for their "name value". It's the same reason TNA brought in Jersey Shore rejects, Toby Keith, Pacman Jones, Survivor Jenna, etc. Now we can debate if it was worth bringing in those names because I'd say in all those cases the answer is no. But the way you phrased the question makes it seem like a morality question.
I mean was it right that Snooki got paid more for her wrestlemania match than Drew Macintyre makes in a year?

Nope, but once upon a time in the eighties Vince McMahon learned that associating wrestling with pop culture strange attractions brought him a lot of attention and money. And if there is one thing about wrestling they will repeat any success over and over and bleed it to death and beat that corpse into the ground until no one knows how it made money in the first place.
