It'd be the same situation as when RVD won it: not necessarily a bad idea, but you can't just waste the opportunity to highlight the division by having a more "marquee" name holding it.
Like, somebody should've really benefited from RVD having the belt, let's say Kenny King. Even if King never beat RVD for the belt, he should've been able to take part in a feud with him where he could come off looking like a star, stepping up and taking it to a guy with some star power behind him.
Instead, RVD's title run was basically a waste. He admittedly looked more motivated during it than he did in most of his TNA run (might've just been him trying to gear up for his eventual WWE return), but nobody really benefited from it.
If Hardy wins it, but it leads to a competitive rivalry with Manik or a legitimate feud with somebody like Sabin or whomever, then it might work. If it's just a way to put a belt on Hardy while somebody else is holding the World Title, then it'd be pointless.

Only a month away from BFG, and Hardy has nothing going on in terms of storylines. It wouldn't surprise me if they put him in the X-Division, ala RVD, just so he has something to do, but I'm not sure it's a good idea unless they promote him at the same level as the world title. Hardy is biggest active star in the company. Hiding him in the X-Division is counter-productive. However, if they put the belt on him and elevate his feuds accordingly, then it might work. In other words, if he feuds with Kenny King or Manik or Chris Sabin or whoever, make that a big time feud. That's really the only way it will work.

I wouldn't mind using Hardy to jump start the division and bringing in wrestlers for one shots to emphasize wrestlers from all over the world trying to be the one to dethrone Hardy. This could lead to some great matches for a couple months ultimately culminating in an angle with a hot up and comer who proves he can hang with Hardy and bring him into stardom.

At this point in TNA, they need to send the X Division title in hiatus until they got the manpower and focus to rebuild the division. Most of the guys are MIA or scabs. Putting Jeff in the division is basically holding pattern until a real program opens up for him. And someone beating a star of Hardy's caliber won't mean a thing if they get treated the same afterwards aka Jay Lethal's run.

Personally, I only see this as a way to give Jeff Hardy a match of importance for Bound For Glory. It seems like they're maybe hinting at a Chris Sabin heel turn so TNA might believe that having Hardy face a heel Chris Sabin for the X-Division Championship could give him some credibility for his first major outing as a heel. But then, what about Manik? After all this time you've spent rebranding the character and putting him on TV, he ends up with nothing? Unless he wins some sort of #1 contenders XScape Match or something like that at Bound For Glory, that doesn't look too good for the character...
To sum it all up, TNA could paint themselves in a corner by putting Jeff Hardy in the X-Division...

I wouldn't mind seeing Sabin vs Hardy for the title at BFG. Personally I don't care for Manik.

If they do Hardy/Sabin at BFG, then don't even involve the X-Division title. Just have Sabin say he wants to prove he is a main eventer by beating Hardy. Then at the PPV, Hardy wins clean, and Sabin continues to go nuts (no one is going to buy Sabin beating Hardy).

Meh, HMARK hit the nail on the head for me. The only thing I'd add is as much of a shambles as the division is at the minute Manik is quietly having a relatively entertaining run with the belt. So that's another one in the con column for Hardy getting involved since they'd probably want Hardy/Sabin rather than Hardy/Manik (at BFG). Either way though, if they use it to elevate the title I'm all for it.
