Just a silly idea remembering some commentary from the 1989 Rumble match, where Ventura jokingly mentioned the idea of Sensational Sherri being a participant.
Let's say McMahon at the time got the wild idea to actually try that.
Who would you take out of the 89 Rumble to have Sherri slip in, and how well would you have her do there?
For the participants in 1989 for those that don't remember or know:

She was heel at this point, right?
This was before she was aligned with Savage, so it takes his involvement out of the mix.
I wanna say rework things so that Bossman and Akeem are outside the ring together (just 1 eliminated, maybe both?) and have Hogan press slam her onto them (like Jimmy Hart used to get tossed around) after she's only in for a few moments....so they catch her, she's not hurt and they all fall to the ground in a poptastic moment.

If you're reworking the Rumble for Sherri, then reworking it for this would work: -To make it work, it has to start 'before' The Rumble. One of the big points for Sensational Sherri's gimmick was that Hulk Hogan "was" a boy scout, and Sherri could do anything she wanted to him, but Hogan would never hit her back because she was a woman. In order to sell that, you have to sell on WWE television before the Rumble that Sherri's been entered into the 1989 Royal Rumble- meaning there's a chance that, if the luck of the draw works out that way, Hulk Hogan finally gets a chance to actually get his hands on Sensational Sherri. You then have Hogan cut a promo to the effect of him not really 'wanting' to fight a woman, but if it's in the context of a match, he's not going to lay down for anyone out there, and if he has to go through her to win the Royal Rumble, he will. I'd have her take Luke's position at 18. Hogan and Savage go through everyone, then look at each other. Hogan refuses to hit Savage, Savage is unsure of whether to hit Hogan or not. 18 comes in, and it's Sensational Sherri. The crowd is going bananas at this point- finally, Hogan can fight Sherri. Hogan looks, then locks up with her, sends her to the ropes for a Big Boot- but Savage then calmly sends her over. After the match, Savage says things like "I couldn't let you attack a woman, you're my friend, that's not you", and it keeps going for the Mega-Powers explosion storyline. And, when Savage takes Sherri as a manager, it adds more fuel to the fire.
