With how he's been still part of the storyline, despite not being on TV, we know it's a matter of time before Cody Rhodes actually does return.
But the questino is...HOW will he be brought back?
Will some face acually beat The NuCorp at their game, thus Rhodes is allowed to return?
Will we have something along the lines of when the WWF roster joined The Rock in protest of Trips and Steph in 2000 to get Mick Foley rehired?
Heel turn with Cody joining NuCorp (not how I would do it, but possible)?
An Awesome Truth style attack along with Goldust?

Cody will not return soon. A lanky wrestler who looks like him will debut as one half of the Midnight Riders with a taller, thicker wrestler looking somewhat like Dustin Rhodes.

A mysterious masked man from Diablo Canyon, Colorado arrives on the scene looking to right the wrongs inflicted upon the Rhodes family. The Midnight Rider has to ride again.
If not, bring back the Machines gimmick on the house shows: Dashing Machine, Gold Machine, YES Machine, Punk Machine, etc.

Cody Rhodes returns the Raw after Battleground with lawyers in tow stating that he's suing Triple H and the WWE for wrongful termination. The next week on Raw, Triple H fears for the company knowing that if Cody's lawsuit goes through, there are others who could sue and they could lose the company. Raw ends with an encounter between Cody Rhodes and Triple H where Triple H listens to Cody Rhodes demands for getting back into the company. Cody's final demand is to be given full immunity from prosecution and can choose to do what he wants without fear of being terminated. This includes choosing to stay at home, changing his gimmick, picking his own entrance music, everything outside of making his own matches and title shots. Triple H reluctantly gives it to him.
The next week on Raw, Cody Rhodes comes out in a full body costume similar to the Suicide outfit in TNA, debuting a new colorful playful gimmick catered to kids. He states that now that he has the freedom to do what he chooses, he can finally be who he really wants to be and that's someone the kids love. He has ridiculously over the top vignettes and all his opponents are confused beyond belief as to what the hell is wrong with Cody. Triple H can be seen chuckling at times in the back watching Cody, knowing that he actually got something out of him.
Flash forward to Survivor Series about a month or so later and the main event is Randy Orton and The Shield vs Daniel Bryan and friends. Randy Orton wins and is the sole survivor. When the match ends, all of a sudden 5 men wearing a black version of Cody Rhodes outfit come out and attack Randy Orton. Their bodies and faces are completely covered from head to toe and all five of them destroy Orton. After the beatdown, they all get close and put a mic up to where all of their mouths are within speaking distance and Cody Rhodes voice is heard stating that he's found a way to screw Triple H and won't stop until his regime is over. Since Cody has immunity and no one can definitively say which of the men in black is Cody Rhodes, there's nothing they can do to punish anyone.
This leads to Rhodes doing stuff later with Orton going for the title I guess.

I'll borrow an idea from Spoony and add to it. Have Orton and Bryan fight for the WWE title at Battleground and have Cody help Orton win the title with the reason of him being desperate to "do the right thing" and be able to provide for his new wife after his brother and his father failed to get him his job back. You can have Cody be a reluctant member of Triple H's regime if you want, trying to fight the regime from within and making him a trouble man that bends his morals in order to provide a future for his family instead of having Big Show cry all over the place.
