On the surface it looks like it takes place in our own universe, with everyday events getting referenced, movies advertised/mentioned, celebrities appearing. But then, you also have a world of midgets underneath the ring, people trying to run each over or blow each other up with pyro with no repercussions, a company who can force their employers to knock out old men or they lose their job, an immortal zombie etc.
So it obviously isn't out universe.
I see the WWE Universe as being a small, pocket universe that exists in the confines of whichever arena they are currently touring at. This universe is directly influenced by events that happen inside our own and can have people from our own universe interfere and even enter it. But, when people from our universe enter it, they have their own idealised alter ego exhibiting whatever their greatest desire is. Like Mark Calloway is a regular groupy old man in our world but when he enters the WWE Universe he becomes an immortal zombie. Glenn Jacobs has always hated the fact he was born a bit ugly and so, when he enters the WWE universe, he becomes a being who has a mystical excuse for his appearance that helps him become a stronger person. Dylan Postl is a regular midget in our world, but enters the WWE universe and becomes his greatest desire of being a leprechaun, a little person but a special one who stands out from the crowd. Then there's Vince McMahon, who is a regular boss in our world. A respectable businessman albeit, a bit eccentric. Enter the WWE universe where he can be the evil boss who can treat his employers anyway he desires.

All we know for sure is that it exists in the same universe as the Muppets. This makes some sense, because real-world celebrities also exist in that universe as themselves, but everything is a little askew from our reality, and canon can easily be altered for convenience or punchlines.

Besides the Muppets, I suppose we can also gather that the Three Stooges from the recent film are actually those characters in the WWE universe.

For one thing WCW was once part of the world where the Kingdom of Warnerstock once ruled, until the Kingdom of Ticktockia got into a civil war with Wanrerstock and then took over Warnerstock, and made all of it's people (and the Mime) poor and miserable due to overtaxing. WCW was the biggest victim of this and was sent away when they could no longer pay their taxes.

The WWE is caught between all universes, both real and fictional. However, as it is currently occupying multiple spaces at the same time it doesn't have to follow any rules whatsoever.
So they can a have midget blow up Johnathan Coachman with a plunger and dynamite without seriously injuring him or the surrounding audience, they can have Vince McMahon perform a false colonoscopy to mock his lead announcer or Triple H beat up a man with special needs with any sort of legal repercussions, they can drop men in their cars to the ground while they're suspended high in the air and have them come back the next week with little more than a band-aid, they can have women not only compete in, but agree to matches where the goal is rip one another's clothes off without any sort of sexual harassment, and they can cartoon, television, and movie characters popping up willy nilly without anybody even batting an eye.
Basically they exist in a universe of pure nonsense where they are no rules whatsoever and very few people act like rational human beings or have any common sense whatsoever. Except for the occasional instances when they do.

Like Vince's insanity field is so large it warps reality within a ridiculous radius of where he's standing, like each arena they go to becomes its own bubble no one else in the universe dares to interfere with.
