I'm having a problem buying into the idea that Ryback and Axel are true Heyman guys. The acting and writing is all fine. My issue is that in the age of reality based wrestling, it doesn't make sense that these guys should be Heyman Guys.
Heyman introduced Lesnar and managed him in his first year. And they're friends in real life.
Heyman fought for Punk to be called up when everyone else said he was nuts. He protected Punk's name and they are friends in real life.
When we as fans know all this, how are we supposed to buy that Ryback and Axel are Heyman guys? I've never heard of them being close personally or of Heyman going to bat for them in the company. I think that the concept of the "Heyman Guy" is so firmly based on real life events, that it's hard to convince the fans that these new guys are legit.

Lesnar and Axel are close IRL, so I could see Brock angling for Axel to get the role. I could also see Heyman as the time of guy, kayfabe, to hype up someone being a third generation star or somehow connected to the past.

Ryback can easily be explained that Heyman wanted someone big enough and brutal enough to get revenge on CM Punk. Ryback fitted the bill perfectly and has past history with Punk that Heyman can try and use to manipulate him with. So yeah, Ryback can be explained away that Heyman is just using him as a weapon.
Axel... I have no idea since he's utterly useless anyway.

IRL, Heyman was friendly with Axel's dad, so there's an easy explanation for him. Also there's the fact I know Hennig and Lesnar were even closer, so it could be a matter of Brock going "Paul, I like this kid. Manage him" and Paul shrugging & going with it.
As others have said, Ryback can be explained as Heyman looking for a Lesnar proxy, any proxy he could find to throw at Punk for the time being.

CM Punk made the term known in his Pipebomb that Paul Heyman, offscreen, was a big fan of his and wanted to help him succeed- and Brock Lesnar had a good relationship with Heyman/was managed by him on and offscreen. In KAYFABE, however? The following people are "Paul Heyman Guys" in recognized WWE promotions: Tommy Rich, Dennis Condrey, Randy Rose, Colonel DeBeers, Adrian Adonis, Mark Callous, Steve Austin, Rick Rude, Arn Anderson, Rey Mysterio, Larry Zbyszko, Bobby Eaton, Madusa, Don Muraco, Jimmy Snuka, Eddie Gilbert, Dark Patriot, Sabu, Taz/Tazmaniac, 911, Brock Lesnar, Big Show, Kurt Angle, Shelton Benjamin, Charlie Haas, A-Train, Heidenreich. Rob Van Dam. Matt Morgan. Nathan Jones. Rhyno, Tommy Dreamer, Cowboy Bob Orton, Test, Hardcore Holly,Samoan Swat Team (Fatu and Samu), The Dudley Boyz (Bubba Ray Dudley, D-Von Dudley and Spike Dudley). There's some good names on that list, but there's enough "meh" on the list to say that the term "Paul Heyman Guy" is not the magical praise from Caesar that lifts some worthy indy darling to the main events immediately either.

Also remember that Mike Knox was a "real" Paul Heyman guy as well, and he wasn't an "indie darling".

My problem with the new Heyman guys is that putting Heyman with a wrestler accomplishes nothing unless the wrestler themselves has what it takes to succeed
It worked with Lesnar and Punk, it flopped with Axel and Heidenreich, and it won't work with Ryback, even though it's an improvement on what he was doing before.
It also doesn't help that Axel and Ryback have been booked terribly since they were repackaged
