I started watching in 2002 so I don't know much about all those teams, but...
1. Beer Money 2. The Miz & John Morrison 3. Prime Time Players 4. Christian and Chris Jericho 5. Edge and Christian 6. The Hardys 7. Team Hell No 8. Rated RKO 9. HHH & HBK 10. Jerishow
That's probably it.
Team 3D are good, but a top 11 would be weird.

Here are my top 25. Not of all time. Just of my years as a fan. -I can't really judge teams from before the mid 1980s. -I can't give a good assessment of teams who primarily performed outside of the U.S. -I didn't include teams from outside WWE, WCW, and ECW nor any current tag teams. -I mostly avoided 'Super Teams' like the Mega Powers, Rock n' Sock Connection, and the DX tag team (Shawn Michaels and Triple H). -You can tell I am biased toward the teams from the 1980s and early 1990s. These were the years when I fell in love with wrestling.

I love that the OP has PG-13 in his Top Ten. That instantly makes him one of my favorite people. As for my list, I'll just do a "Fave Five" (the ones that rarely change) and list the rest in random order. In addition, I only pick one version of a team (or else I could have 5 versions of the Midnight Express), or only one team per wrestler. (Arn Anderson is probably the greatest tag-team partner, he was in many fantastic tandems. I picked just one and ran with it.) 1) The British Bulldogs (Then. Now. Forever. My favorites.) 2) Tully Blanchard & Arn Anderson 3) The Midnight Express (mainly the Eaton/Lane version) 4) Rick & Scott Steiner 5) The Hart Foundation PG-13: JC Ice & Wolfie D/Cyberpunks Fire & Ice D'Lo Brown & Mark Henry Steve Williams & Ted DiBiase The Road Warriors/Legion Of Doom Public Enemy: Rocco Rock & Johnny Grunge Junkyard Dog & Tito Santana (tough call, I liked JYD's team with George Steele, too) Big John Studd & King Kong Bundy The Sandman & 2 Cold Scorpio The Eliminators: Saturn & Kronus Doom: Ron Simmons & Butch Reed The Heavenly Bodies: Dr. Tom Pritchard & Jimmy Del Ray The Fabulous Freebirds (namely Hayes & Roberts) Demolition: Ax & Smash The Dudley Boys The Dynamic Duo: Chris Adams & Gino Hernandez Owen Hart & Yokozuna Chris Candido & Lance Storm The Ebony Experience/Harlem Heat: Booker T & Stevie Ray TWGTT: Charlie Haas & Shelton Benjamin Yeah, my list is a little lopsided with '80s teams, but like the guys above me said, that's when my wrestling fandom (and let's be honest, tag-team wrestling as a whole) really peaked. (Yeah, no Rockers or Rock & Roll Express on there. Wasn't really my style. I respect their work, shoot they feuded with a lot of the guys on my list.)

I'm probably leaving a few people out but this was just quickly off the top of my head. The Shield are actually close to joining a list like this and I could've put several other incarnations of Gen Next on the list too (Strong and Evans came particularly close) but I'm sure if I had more time I could come up with a more comprehensive list.
