28 faces: Cena, Bryan, Show, Punk, Rhodes, Goldust, Ziggler, Kingston, Miz, Christian, Ricardo Rodriguez, Sin Cara, PTP, Usos, Tons of Funk, Los Matadores, Sandow, Gabriel, Kidd, Khali, Santino, Yoshi, Ryder, and R-Truth
18 heels: Orton, The Shield, Wyatt Family (minus Bray), ADR, Ryback, Axel, Real Americans, Big E Langston, 3MB, Fandango, JTG, and Hawkins
Of that, it's expected that both Cesaro & Langston may turn face, Mysterio & Sheamus will be returning, Alex Riley & William Regal are occasional wrestlers, and Hornswoggle & El Torito will be used as comedy wrestlers so it's really 36 active faces and 16 active heels.
What's the obsession with faces lately?

Cena isn't active (yet), Christian isn't active, Ricardo is primarily a non-wrestler, Sin Cara isn't active, Sandow isn't a face (yet), Kidd hasn't returned in any capacity beyond a single joke match under a new gimmick (and he wasn't even playing a face in that one), and Yoshi/JTG/Hawkins hardly qualify as "active" wrestlers.

it's a lot more even of a ratio when half the people listed aren't on TV ever.

It's actually a pretty intelligent system. WWE debut heels, build them up, wait till they got popular, then turn them face. Then debut more heels because it's easier for heels to get over and their characters are easier to develop.

I feel that WWe should put more effort into building up face characters rather than putting so much effort into the heels and neglecting the guys who are already face. It is t fair to the likes of Ryder, Gabriel, Kidd, etc. when they get knocked further down the pecking order just because an upper midcard or main event heel turns face. It makes it harder for those lower guys to move up the ladder

I would not count Sandow as a face at the moment. They might have tested a face turn, but they didn't pull the trigger.

There have also been rumors of turning Truth and Miz heel and talking of having Sheamus be heel when he returns, so there's that.

I was going to point out that you missed out kane, but he can only be put into the "uh?!?!!" grouping, of changing alignment as and when the choose to.

Yeah.... he kind of took a lot of liberties with who is on the face side to prove his point, didn't he? Especially when Bray was listed as not active, but Kidd, Christian, and Ricardo are.
