I have a lot of love for Hulk Hogan's NWO promo at Bash at the Beach.
CM Punk's famous promo.
Paul Heyman's promo against Vince McMahon during the Invasion. I also greatly enjoyed his recent promo where he admitted to being a liar.
I used to love Mick Foley's "Cane Dewey" Promo, but it hasn't aged well for me.

Jake the Snake's promo after slapping Elizabeth and his promo about the Million Dollar Man at Wrestlemania 6 are the gold standard. He says more in two minutes than anyone these days gets across in 15.

Mick Foley and Dusty Rhodes are generally good bets. I could listen to Foley's promos all day. A favorite of mine is his "taking the ball to right field" one.

I bring it up a lot when it comes to Dusty, but when you have the crowd buying into you when you are a fat guy with a bubblegum forehead who sounds like the black woman from old Tom and Jerry cartoons, you have charisma.

Ah, some really good choices here. Great topic.
For comedy, check out some of Freight Train's promos for $5 Wrestling.
One of my faves from the indies is Jon Moxley (aka Dean Ambrose), particularly the one you can find on YouTube under "Jon Moxley has something to say to Colt Cabana."
And as much acclaim as Foley's ECW promos rightly get, I still get chills at Shane Douglas' promo where he throws away the NWA title and embraces the ECW strap. The look on the referees face -- not an acting job clealry -- is priceless. He looks like he just swallowed a mouthful of gum.
I'd also have to cite two of my favorites from Jericho:
* His Y2J debut, which everyone knows * And one he did before a ladder match (I think with Shawn Michaels) around 2009 where he talks about what a ladder match is while slamming a ladder around the ring to illustrate his point -- everyone who has ever done anything around the house with a ladder had to cringe at the thought that he brought home about what can happen when a ladder is involved in a wrestling match
I'm sure I'll think of more but I look forward to seeing what other people suggest.

I feel like Jericho's performance in that from an acting standpoint is some of the finest in wrestling. Just the disgust in his voice when he speaks, the way he can hardly stand Michaels enough to make eye contact through his rant against him, the way he owns punching HBK's wife in the face like he meant to do it even though on the night of he clearly didn't. The bit where Jericho tells Michaels he's not letting his kids watch their match, then Michaels saying that he takes comfort in the fact that his kids won't see the heap HBK intends to leave him in. Just awesome, that feud will never be topped in WWE.
