Short of Regal occasionally busting it out about 4 years ago, it seems heels no longer use weapons to cheat to win.
I'd love to see someone like Barrett or Del Rio shoved knuckle dusters down their trunks and start using them to win.

I think this goes right along with the rise of unbeatable faces. Heels are rarely allowed to win clean, and haven't been able to cheat for a long time, so they just keep losing. I'd love to see Sandow especially figure a way to cheat regularly.

They need to bring it back in the right situations. It all but made Savage when we beat Tito that way for the IC belt. This is also why I miss managers like Fuji and Hart, they would use the megaphone or cane to help their guys cheat to get the win.

This along with winning with their feet on the ropes is something I'd like to see heels do more often.

For the last time, Regal never used a foreign object. He had the power of the punch. Which he later transferred to Big Show.

The heels keep losing, but then someone like Justin Gabriel. R-Truth, Sin Cara, Zack Ryder, Alex Riley or Dolph Ziggler takes a clean loss purely for the sake of throwing the heels a bone every now and then. It makes that person look even weaker because he's losing to a guy who lost a whole bunch of times. It sends the message that "If everyone can beat this guy and you can't, you suck."

A couple of things heels need to have to be booked more effectively:
-Using weapons: Basically, demonstrate in the 1980s and 1990s, and of course, aforementioned Regal. Foreign objects are a great tool in booking because you can use them as (A) A way for the heel to win without the face looking bad, and (B) A way to DQ a heel if he gets caught, while also leaving the face floored. It gives the same effect as a heel DQ beatdown but without the face actually fairly getting downed.
-Manager interference: Probably the best example is Johnny Nitro in 2006. The guy didn't even have a finishing move or any promo skills and managed to hold on to a mid card title for months, how? Repeated interference from Melina. When it worked, Hardy lost but didn't look bad because he got screwed over, but Nitro kept the title. When it didn't work, it made the face (in this case Jeff Hardy) even more sympathetic and get a better reaction for winning.
-Wrestling a distinct style: This is sort of true with faces too, but since heels are usually on offense for most of the match, it's mainly for them. It kind of went the way of the dodo with Angle's departure, but there used to be this drama of "How will X defeat Y's patented Z?" It gave every wrestler a unique niche in working with other people, as opposed to "This guy who does punches and signature move and finisher versus THAT guy who does punches and signature move and finisher." ADR doesn't really count because he's not made out to be some kind of dazzling technician, just BLAHBLAHBLAH DESTINY guy.
-Actual reasons to be a heel: "The fans turned their backs on me!" is perhaps the BEST way for a wrestler to lose all fan interest they've accrued up to the point of a heel turn. R-Truth is a good example. He freaked out for no explainable reason and went from reasonably popular to just kind of...there. Granted, he salvaged it with tremendous promo work, but the fact remains: he could've been another Eugene ("I'M SPECIAL!!!") or Tatanka ("The white man has held me down, so I'm going to get revenge on Bobby Lashley!")
Just some ideas.
