I'll say the Rock since he could say any random BS that he made up and should have been no sold by the fans but they ate it up because of his ridiculous charisma.

I rarely go looking up old Stone Cold promos compared to how often I'll look up one of Rocks.

I think it has to be Steve Austin, but the more I think about it the less I'm sure.
See, I feel Austin has such a consistent quality within most of his promos over the years (from the mid 90s to the early 00s) and was capable of telling a story, all whilst having aspects that The Rock is often seen as having a promo monopoly on such as playing up to the fans & distinct & oft recited catchphrases.
Austin is compelling to listen to, the tone of a promo can turn on a dime very easily, his paranoid Bionick Redneck/Invasion/Alliance character shows that in spades, and as much as history is oft-rewritten by the WWE & Austin himself he managed (through both his actions & promos) make people HATE him for a brief moment in time which is amazing when you think about that. Most popular Attitude Era wrestler booed. CM Punk didn't manage that when he was pouring Paul Bearer's ashes over himself.
But when it came to his post-WMXIX match he really, as much as he was damned entertaining, had less to say and it was clear as the co-GM times with Bischoff went on and on, much like my complaints for CM Punk currently; no matter how good a promo man is, if you put him out with no new material or logic or points, what is the point? So from the mid-90s to early 2000s, Austin won.
But then you have to consider how many strides The Rock made in Austin's absence over 1999/2000, he had his own arrogant promo style, was incredibly confident, and to this day gets 9/10 things he says over as a catchphrase. That's not an insult, that's damned impressive.
He was also capable of telling incredible stories in his promos even if he started off as an arrogant piss taking idiot, whether they were barbaric insinuations that he'd put Mankind down without a second thought when The Rock was corporate champion, or if he was telling Austin in the WM17 build-up that he'd have to have every ounce of strength beaten out of him before he'd lose his championship, or whether he was explaining to John Cena WHY he needed to beat him at Wrestlemania. As a side note I believe the latter is one of the forgotten classics, a short promo about why beating Hogan/Austin/Cena would cement his legacy as the greatest kayfabe wrestler. It put Cena over huge ("he's the modern Hogan/Austin") AND made you see why he cared so damn much to come back, all whilst putting over something that the modern era seems to have forgotten: victories in wrestling should matter. It's presented as a sport and as such wins NEED to be the most important aspect of almost every feud. *glares as Cena/Punk/Jericho/Batista/Kennedy wander into title matches after returning from losses*
I'm really torn, as much as The Rock may get a lot of stick for "giving crap promos" since his return and during that spot in late 2001/early 2002, I still think he had the vast majority of the crowd & the fans eating out of his hand. He could make 95% of things work even if they're nonsense. He got John Cena a damned cereal cover through that.
Hmmm...I'm still voting Austin, but it's much closer than I first considered. Both guys really were/are spectacular.

I've always felt like the Rock, even at his best, was a guy playing a character.
To me, Stone Cold always felt like he was the real deal. *shrugs*

I still enjoy looking up and watching Austin do his thing on the mic. I can't say the same thing when it comes to The Rock, unfortunately.

The Rocks promos always made me roll my eyes, it was like if a 12 year old Ultimate Warrior was coked up and cutting promos, immature, nonsensical and empty but fueled by some energy that most can't help but get wrapped up in. With Austin it never felt like he was cutting a promo because it didn't seem like he was ever playing a character. With Rock I can see the strings being pulled, with Austin it's just a badass saying what's on his mind.

Personally it's Austin all the way for me. He, still - to this day, is my favourite wrestler of all-time and he was dynamite on the mic. I was never a fan of The Rock's but it's hard not to see the charisma and mic skills the man had/has. I rarely liked his promos but they clearly connected with a lot of people. So I'm saying both were great but I'm voting Austin because I love his more. Speaking of which, I think I'll watch some Austin promos right now! (WHAT?!)

Rock, IMO, is similar to HHH. I'm not convinced at how good he was because he rarely did anything other than go through the motions. Austin, like Hogan had 'I want to see this match' promo ability. You'd hear an Austin promo and you think "Boy I can't wait for this one." Whereas Rock, was great at promoting himself but I don't recall too many promos that weren't just about his stock phrases and getting himself over.
Having to wait eight minutes while he looks at the crowd before announcing that he'd "Finally" returned to whichever city he was in that particular week was also galling. But I'm old school. I think you should be able to get interest in a match in a 30 second promo, not take an entire 10 minute segment of a show to do it.

The Rock, I can only think of a few memorable Stone Cold promos, probably because I think of him as an ass kicker rather than a talker.

But I considered whether I remembered them for the right reasons. Austin's were far less memorable but if you recall I think you'll find a lot more promos that built anticipation for the match. He was a "Damn, I gotta buy this match" promo guy. Maybe I'm wrong but for me I remember reactions to promos as this: Austin: Awesome. Lot of heat going into this one. Really looking forward to the match Rock: Oh look, there's the Rock. He just seemed far too over indulgent in his promos. In terms of bang for your buck I think you could watch the Rock in the ring for 10 minutes and while he'd have the crowd eating from the palm of his hand - I don't think you'll learn that much about himself, his opponent, the upcoming match of PPV. Whereas Austin, while not as confident on the mic, would do all that in less than half the time.

Austin is the better promo guy. He was an amazing promo guy before he even became Stone Cold. The Rock's got a lot less malleability.
