Austin is the better promo guy. He was an amazing promo guy before he even became Stone Cold. The Rock's got a lot less malleability. Yes...this. ...definitely this.

Honestly, that era of promos was all about fan involvement, being able to get the audience involved and going along with you. The Rock said a lot of goofy shit, but that was the point, it got people involved and going with him. It wasn't always great, but he had insane amounts of charisma that still made it work.
Austin was more consistent, but he did less that was strictly memorable. He still was really goofy at times, because that was the era he was a star in.
But what separates them for me is the fact that Austin unleashed the What? chants, and for that, I can not forgive him. I will take "popcorn fart" and "how's your lips" any day over hearing one more damn What? chant, because at least those stupid lines disappeared after he said them.

Depends on preference.
Rock was more catchphrase-y, with new ones popping up constantly.
Austin was more "I'm going to beat your ass".
If you wanted more comedy (his runs as a whole) then Rock is your guy. If you wanted someone that, even when being a smartass, was usually more of s straightman (his time with Kurt and Vince notwithstanding), then Austin is for you.

Yeah I get that, different strokes for different folks but I enjoyed them. They were always a good foundation for Austin to go a bit crazy in a comedic fashion during his promos such as the one I posted earlier. But at the end of the day those weren't the promos that made me think Austin was better than The Rock. It was pretty much every promo Austin ever gave leading up to a big match of his. Always made me feel like nothing but his match in the entire world mattered and would make me want to buy the PPV on the basis of just that.

If it wasn't for Rock's off the chart charisma, his promos would panned for all the stupid shit he say in them. I think that if it wasn't for Rock's charisma, he would just have that endearing awkwardness like Curtis Axel, Zack Ryder, Brad Maddox, etc. that would put him in "so bad he's good" territory.

I can look deep inside a heel Steve Austin's eyes and heart with the conviction of his promos. He felt what he was talking about, and he made you feel what he was going through with whomever he was talking about. Maybe not his all-time best, but the week they had the "face-to-face confrontation" with Bret Hart. Bret's relaxed in his home in Calgary while Austin's in the "green room". Steve just went off on everybody and tore the place up because he was so ticked off about the situation. In some ways, this was to squelch the face pops Austin started receiving by looking like such a selfish jerk. In other ways, he got more fans to see things his way and think, "You know, he is getting jerked around. I want to see him kick somebody's ass."

I have a weird theory that Rock admitting to writing his promos beforehand is what lead to everyone's promos being scripted by writers. When Austin talked, you felt it. You bought into what he was saying and you believed that he did too. When The Rock talked, sure you laughed and were Entertained. But you never really learned anything or got hyped up. He would just come up with new and silly ways to say he was going to fight someone.

I think at their best they're very close. While I think the Rock has been pretty bad on the mic almost every time he's spoken since his return 2 years ago, I'm not sure people are giving him enough credit for how good he was in his prime. I'm not even talking about his catchphrase laden, bad joke packed stuff that fills your standard Rock highlight reel. I'm talking 2000-2002 when the go home before EVERY ppv main event was The Rock two feet from the camera and a mic...and he would sell the shit out of the the match you were just about to watch. He would get all his catchphrases in, but he'd put what you were about to see over as an epic war that had life and death consequences. Those are what I think of when I think of The Rock. Not the roody poo candy ass kind of stuff. Honestly, I think Austin is better across the board, but I can't think of anything of his off the top of my head that was as good as those Rock ppv promos. I'll call it a tie

Rock is the most overrated promo guy in history. Yes he had the crowd chanting for him and all, but all his promos ever were, were childish insults that involved asses, strudels and shoving things up peoples rear ends. I hated the rock then and even more so now. He cant cut a proper normal promo to save his life (in my opinion). Austin by a huge margin.
