Superman, as he has a wide array of powers. At the very least, Superman would outwit Hulk and trap him somewhere.
As it is, it depends on what version of the Hulk. If it's the traditional Bruce Banner Hulk, Superman could fly him into space and leave him floating there until Hulk turns back into Banner.

Superman can always win via BFR (Battle Field Removal) by flying the Hulk off planet.
A slugfest with equal speed favors the Hulk, but if Supes is allowed to use his superspeed he likely wins, but not easily.

A Hulk victory is possible and even likely. An enraged Hulk is no going to hold back. Sure, Superman could throw Hulk into the Sun...but he wouldn't.

Can't Superman use heat vision to burn the shorts off Hulk, then Hulk loses all his rage because he becomes so embarrassed by being nude because his penis isn't affected by his "hulk powers"?

If it was a fist fight with Hulk at his max potential (World War Hulk phase), Hulk would probably win due to his strength having no limit. But Superman would be too smart to do that and would use other aspects of his powers to disable Hulk.
