I Was watching on youtube a match with Hogan and Sting and he was wearing all black, what was that all about?

Someone else can go into more detail, but basically he was feuding with the DoD and felt he had to tap into his own "dark side" to finally defeat them.

Didn't Sting try to turn heel around this time as well? He beat down Hogan & the crowd rejected the heel turn...

Was it angle? Or for his 3 Ninjas Movie?

That was much, much later, during the phase Hogan was going by his real name during some Russo stupidity. I think. Sting went heel at Fall Brawl '99. He turned by hitting Hogan with a ball bat and taking the WCW belt as a result. Luger & Sting then formed a heel tandem with Liz, culminating with Hogan "laying down" for Sting at Halloween Havoc as per orders from the Powers That Be (Russo & Ferrara), in an angle that mirrored July of 2000's Jarrett/Hogan deal. Sting then "lost" the WCW belt to Goldberg that same night, who then forfeited it the next night himself on Nitro, (where Sting turned back face) and thus began Russo's idiotic giant tournament to crown a new WCW champ (Bret Hart) by Mayhem. Hogan was not seen in WCW again until Sullivan regained the book and built everything around him ...until, you guessed it, Russo returned, and thus began the angle you spoke of: TCB - Takin' care of Bollea, lol. (I kid you not.)

Yea Sullivan dressed in drag and shaved Hulk's stache on nitro and he went without it for awhile til he was back on track and he burned the black tights

He was embracing the dark side, but was already getting boo's. Maybe it was Hogan's way of saying that people were only booing him because he was wearing all black.
