Like, genuinely, they have never tapped out. Or at least, not in WWE; there's really no need to bring random indy stuff from fifteen years ago or WCW or whatever else into things.
There aren't many people I can think of. Has Sheamus? He seems to be the only immediate instinct for me, since Cena never really got a decisive win over him or anything.
Speaking of, Cena's tapped before, Taker has, Triple H, Kane... Really all the big stars have at some point.

MitB 2010, he tapped to Cena's STF while the ref was getting beat up by Nexus so it didn't count, and went on to win the match. But he's never lost by submission, at least in televised matches.

Cena made him tap out to the STF on Raw last year. And Fake Sin Cara (Hunico) made him tap out to the YES! Lock after a random beatdown.

I'm pretty sure Del Rio also aggressively armbared him into tapping out on TV a few times before Bryan moved up into the world title scene. And refused to release the hold afterwards, naturally.
