For me personally it's Bret Hart, but if we're talking big picture it's Hulk Hogan and it isn't even close.

Randy Savage, even more so than Hulk Hogan, personifies what the WWF/E is and what I think the manifestation of it in human form would be. Partially because he was so much more of a versatile and timeless talent that I feel if you dropped him into pretty much any era of the company, he'd fit it like a glove and have some aspect of his character that would fit in. Also he had just as much pop culture presence as Hogan, arguably even more so these days, as I often find people quoting him or impersonating him than Hogan when referencing wrestling away from the fandom.
Failing that though, Hogan is a close runner-up and who gets my vote out of the actual poll.

Warrior's omission is unfair. I think he deserves to be in. From 1989-1992 he was as much of the face of the company as Hogan in many ways.

If we are talking representative rather then just a top babyface, Vince. If it's top babyface, it's Hogan.

My favorite is Austin but it's Hogan. You need to have lived through it to understand how massively popular he was. Everyone knew who he was. Everyone. And almost all of them liked him.

I've got a mad soft spot for HBK (as does Vince apparently), so I can't go past him. I do agree with His Royal Highness King Booker though, Hogan has got to be the best.

Hogan is just so much more timeless than Austin.
Go round up a dozen kids in grades 3-12 today and ask them who Hulk Hogan is and who Steve Austin is and it won't be close. You can even throw in the Stone Cold in front of his name -- Austin was a create of his time, Hogan is an all-timer.

Even as a kid I liked Randy Savage, Bret Hart, and... Ultimate Warrior better than Hogan.

The Rock and Austin have the most timeless appeal that can be at the top of any decade but I vote Austin possibly the most perfect badass anti hero babyface ever
