Dunno about biggest but my favourite is Bobby Heenan. I think Heenan is the greatest person in wrestling ever.

Since Heenan's an option, then him. He was a heat magnet. He was a part of almost every match, since he was either calling them or managing someone. Andre wouldn't have been booed without the Heenan association.
Wrestlers only, it's more difficult to call. A case could be made for Savage, Piper or Andre but they spent a lot of time as faces in the 80s. Maybe it's Dibiase? Always a heel and always top of the card.

Cant get much bigger than Andre Seriously though... probably Heenan. I mean how many people did Heenan manage against Hogan? As for an actual wrestler... probably Piper.

Easily Ted DiBiase for me. The guy was just a horrible human being and a heel throughout Hogan's run unlike Savage & Piper. Heenan was just too funny at times to hate.

It was Roddy Piper for the early part of Hulkamania as Roddy was the key rival during WrestleMania and even on the cartoon show. The next big heel to emerge was Andre the Giant. Then Ted DiBiase. Then Randy Savage.
Paul Orndorff and King Kong Bundy had their moments. Big Boss Man and Earthquake had their moments. Rick Rude was always a secondary level heel. He never feuded with Hogan. His only WWF Championship feud was with Warrior, which was overshadowed by Hogan-Earthquake.

As a performer it has to be either Piper or Andre. Piper was jointly responsible for the biggest boom in wrestling history and Andre for the biggest feud of all time.

Roddy Piper was the guy with Napoleon syndrome, the little guy with a big mouth. You'd think Hogan would just crush him like a bug, but Piper always had an out. He stuck around for over 2 years as the one guy that was a constant thorn in Hulk's side.
