Then what's the point of doing the title change on Raw? It's simple, TV is far more important to WWE than PPV. I just love the idea that we had a Raw where a tonne of interesting things happened (new Intercontinental Champion, Rey Mysterio returned, Miz turned heel, Xavier Woods debuted, Brad Maddox may have been written off TV) and it'll be followed by one of the dullest, most predictable PPV's in history. I don't know if the WWE is doing this on purpose or if its unintentionally crappy booking, but month by month they're booking their product like TNA, where the PPV's are meaningless and all the good action happens on free TV.

It's very much on purpose. Between the WWE Network prepping to launch and carry nearly all PPVs and WWE looking to at the very least double or better their TV rights fees, Raw, and to a much lesser extent SD, have become king. We're talking WWE thinking they can get hundreds of millions of dollars for the rights to Raw and SD compared to the tens of millions they get for PPVs.

They did the title match on tv because chances are this will be a cool down match and they didn't want Langston's win to be during a point when the crowd doesn't give a shit no matter what match is put on

I can imagine Vince being steadfast in not putting Rosa vs. Eva on RAW because of the grand spectacle of this matchup. Like every week, USA Network sends the WWE notes about when are they gonna get Rosa vs. Eva on a Monday night and Vince writes back 'AFTER I SUCK THEM CASH COW TITTIES DRY ON PAY PER VIEW'.
