....anyone over no matter how much you may or may not suck? A one universal gimmick that can work with anyone no matter your size, age, style, lack of promo abilities, grizzled look, babyfaced look, etc?

I don't think so. If there was, it would have been run into the ground by now and wouldn't be the perfect gimmick anymore.
The closest thing would be the Goldberg gimmick...but that is done now.

Heel- Your gimmick is that you physically abuse children. They hire plants for you to work over at promotional events and such.
