He seemed really cool and I can't remember his name for the life of me, could someone tell me who this dude was who played a creepy clown style gimmick on some NXT house shows and how we all compared him to Doink?

I maintain that a rebooted grungey Doink could still work. It's a ready made solid gimmick for someone.
Add a Harley Quinn style Diva, and a massive henchman, and you've got a great faction.
