It's kinda an odd place right now in the diva's division. It seems as an outsider that the WWE rather wants women who can play a character in the ring and get that over.
I noticed from her in ring debut, Summer Rae really nails down her character to a tee. To me at least she has shown a lot of in ring charisma that even if she isn't the greatest women worker ever, she can get the crowd invested. AJ of course has done this well so even if she doesn't any mic time she is still over and she really plays a character well in the ring.
Of course to be fair, bigger girls do have the advantage in this case. Girls like Tamina and Kaitlyn have a more obvious character in the big girl who use power moves. But they both have shown improvements in incorporating that character in to the matches. Like Tamina acting more like big daddy cool in the ring with the powerbomb. That type of stuff works in my opinion.
Naomi is interesting in the case that she has decided to just base her offense on doing a bunch of flips and athletic moves. It's a sound strategy since those moves get her noticed and more over but the problem she messes up.. quite a bit. So I'm not sure I can call her a top tier women wrestler when her whole offense is basically showing off how athletic she is. In a tag team scenario it's great since she's in there in a limit time so she can do her flippy stuff to pop the crowd and get them entertain. I give her credit since she is developing herself a nice niche in the division, but the downside of all those flippy is when you mess up, it looks bad.
The bellas don't have that much in ring charisma/character but they are still get pushed so whatever.
Aksana to her credit has a nice character and has a nice Arn Anderson spinebuster, but she is a bit too rough around the edge to really build a division around. Cool valet thought.
Nattie really needs something to feed off of. She basically shows very little in ring charisma and spark to get the fans into her match and her wrestling while solid, isn't exactly earth shattering either. In this day of age, wrestling for divas isn't as important as getting the crowd investing in the match. It's great if you can do a bunch of moves in the ring but if the fans are not paying attention, it's not that great.
Foxy seems to have a nice personality and nice in-ring skills. She's a type that kinda needs a specific chacrtcer to play off of or else she's just enough generic diva with little in ring charisma.
