I think building up Samurai Del Sol would be the best idea, and maybe a big send off. Sin Cara has been beaten into powder before taking time off. We last seen him stopping a match after hurting his pointing finger, so maybe they could try someone different.

That ship sailed a long time ago. They should have done it back 2012 when Cara wasn't damaged goods in the eyes of fans and management.

I could see them doing it, either selling them for very cheap or giving them out, since otherwise, even having a mask vs mask match, or any other gimmick, would not suffice to get people pumped to buy them.

I think the Sin Cara ship has sailed, at least in terms of this match being a big deal.
Honestly, if they want to go for the mask thing right away, just bring in Samurai Del Sol around Wrestlemania season. Maybe have him eliminate Rey from the rumble. Have him talk about how Rey's getting old and how he wants to take his mask before he loses the chance.
Then have him beat Rey Mysterio at his debut match at WM. Instant big deal.

With the way those two get injured, it would be a star making match. Like, we would literally need about five different starts to be born and align in the sky with seven different planets in one perfect planetary alignment for this to work.
