I think this "Authority" angle is pretty much done. It fizzled out once it became obvious that they had booked Daniel Bryan to fail. Without him, the angle became directionless.

They're just killing some time at the moment, I expect the Authority angle to become the focus again once TLC is out of the way. And logically they'll pay it off at Mania with Bryan getting the world title (I think the best route to go would be the Bryan Cena rematch at mania, to keep the Authority involved they'd have to turn Cena though, perhaps Cena wins at TLC thanks to The Shield double crossing Orton or something - doubt it very much though.)

I think "The Authority" is just the collective name for Hunner and Steph in charge.
