You can include 2 hour or less too, but was curious about the 3 hour number. I think it's 6, but I could be wrong. I know Money in the Bank 2011 had 6 for instance.

A royal rumble should be up there. Too lazy to check but that's your best bet.

For non-Rumble PPVs, the 1988 Survivor Series only had four matches on the card.

The first two Survivor Series' only had four matches,, so did the 89 Royal Rumble. But if you're not counting shows like that or the Rumble then Wrestlemania 12 only has six matches (but again, as one of those was an Iron-Man match, it's a bit of a cheat).

Bragging Rights 2009 had 5 matches because of the Cena/Orton Iron Man match.
