Steiner actually pulled it off better than Pillman, IMO, because Pillman seemed like an intelligent, literary guy who came up with a great "character" that could both a) be an outlet for his wilder side and b) get him a lot of attention. Guys like Piper did this previously, but Pillman did an over-the-top edgy work/shoot 90's version of it that kinda still holds up as a standard.
Steiner, on the other hand? He seemed/seems absolutely nuts. Him beating up plants in WCW 2000/2001 and then going crazy after leaving TNA being prime examples. Dude was also scary as f***.

Don't confuse the gimmick of "Loose Cannon" with the reality of "bats**t crazy". I feel Steiner and Macho fall into the latter.

I can't think of anyone that comes close. I think Dean Ambrose has it in him, but we're in a time where it's practically impossible to create that dangerous vibe that Pillman had. Pillman's act was a perfect storm of looking like an absolute lunatic in a time where already seemed like the scene was slowly being flooded with complete animals as it was.
Terry Funk was a scary guy to watch, but he kind of had a cinematic presentation about him, like watching a gritty movie like Taxi Driver or Bad Lieutenant where you're gonna see him say and do some sick shit but feel secure in that you're watching a performance artist.
Pillman was a guy who if I was watching live I would seriously be on guard. Like, if I'm in the front row and I say the wrong thing, am wearing the wrong thing or he just doesn't like my face I'm gonna get slapped.

I heard that a lot of the reason he got pushed to the moon instead of being punished by management was because everyone was too scared of what he might do if they actually did.
