So from what I understand about this, Rick Flagg and The Suicide Squad are trying to stop this law from being passed that means superheroes can't do what superheroes do and that's save people, or risk jail, so Flagg and his crew try to stop it and Clark, a superhero, thinks that it's a bad thing to stop a bill from being passed that is against him and other heroes.
Yeah you're a real hero Clark, giving a patronising lecture to a guy that's trying to help you. The least you could do is appreciate what non-powered people do for you.

If I remember correctly Flagg and the Squad tried to stop the law from getting passed by launching missiles at people. No matter what you think of SOPA, Doug Walker and the Channel Awesome people never attempted to assassinate any of the politicians who supported it. Not to mention that was the only decent coffee shop in a town (city?) of 45,000 people that he blew up. Now everyone has to get their coffee from the Beanery again. I'm amazed a lynch mob didn't form to go after Flagg for that alone. What always bothered me more about Smallville was the second half of season eight where just about everybody, notably Oliver and Tess, were begging Clark to kill Davis/Doomsday. All of this completely ignoring the fact that HE ALREADY TRIED TO. Ok, technically Chloe did, but Clark was standing right there and did nothing to try to stop her. Oliver even admitted to burying the body. And Davis JUST CAME BACK. Even if Clark was either physically or emotionally capable of killing Doomsday more directly, why do any of them think that Clark bludgeoning him to death with his bare hands would have any better results? Clark's Phantom Zone plan was honestly their most viable option, and that was being actively sabotaged simply because someone just wanted to see Clark beat him up.

Flagg had a sort of corrupt sense of justice like mentioned launching missiles at people his intention was noble but how he went about it was completely wrong that coupled with the fact he had alternate uses/personal agendas for recruiting the heroes to "his" side.
And lets not tread back into the 2nd half of season 8..they went off the rails trying to recover from well yea lol....thank gawd for season 9.
