Since there's only one top champion now and the Royal Rumble winner challenges at Wrestlemania, that leaves us with an entire PPV and a pretty damn good gimmick match (when it's done right) with nothing to fight over. They need to fill the card somehow and the way I see it, the chamber would be the perfect match to elevate the intercontinental championship. Maybe put in a former world champion like Punk or Bryan in the Chris Jericho slot and the IC title is a bona-fide main event belt again.

Or the Chamber match can be for the WWE World Heavyweight Championship. I'm not really sure why a lot of people are dismissing that option.

If they plan on using two Chamber matches as in past years, one will most likely be for the WWE World Heavyweigh Championship, which leaves one open. They can do just one, but that's no fun. I like the idea of using it to elevate another title, and the IC belt works really well for that. They can also finally try a tag team Chamber match, possibly with the Shield. It would be the closest we would get to a War Games match in the WWE at least. The point is if they do two matches inside the Chamber, they should try to use one creatively and with a purpose for elevating a title/feud, especially heading into Mania.

You could easily test a younger star's main event capability by him interact with top guys, or even give him a rub by having him get an elimination on one of them. Put a lower carder in the match and it adds a heightened drama. Someone like Cena or Punk will be at WrestleMania no matter what. Someone like Zack Ryder has to win the title in the chamber just to be at WM at all. Throw a lower level guy into the chamber match and it adds a "go big or go home" element to it.

After their big brawl in the middle of the Royal Rumble, the Shield and the Wyatt Family go up against each other in a team Elimination Chamber match.
Wyatts win due to more miscommunication between the Shield, this time finally reaching the breaking point and setting up the Ambrose/Rollins/Reigns triple threat for the US Championship at Wrestlemania.

Another point I'll like to add is that mid-card and lower guys are much more willing to take insane bumps as compared to the establish main eventers so we can see some real creative stuff in this chamber.
