That is one cool idea.
I've always wanted a spot like that, where someone is "forgotten" and not technically eliminated.

One of the participants ends up one on one with a fresh guy, preferably an absolute monster who destroys him and leaves him beaten and broken down in the middle of the ring. Then someone else comes down and the guy who did the beat down fights him. The broken-down, beaten-up guy rolls out of the ring clutching an injury, selling it well, whilst medical team attend to him. Heroically, after being tended to for a few minutes, he comes back into the ring before being beaten down for a while again. Eventually, he is stretchered out and not seen for the rest of the night. Two to three weeks later on Raw (maybe longer,) he comes back, reminding us that he was never eliminated from the Rumble and therefore deserves a shot at either the winner of the Rumble, or the Champion. If it's 'only' an upper mid-carder like Cody, or a heel being built up like Brodus, this could work to bring up a new contender to the title picture post 'mania. While interesting, the logic isn't there. In any other match if someone isn't physically able to continue, the ref stops the match and the other guy is declared the winner. Same principle in the Rumble - if they're unable to continue, they're eliminated just as surely as if they went over the top rope. Of course, logic and wrestling don't exactly go hand in hand...

Ah yes, but it would be the wronged wrestler saying he wasn't eliminated. Even if us at home knew he was stretchered out due to being unable to continue, he could do the 'I was never thrown over the top and my feet never touched the floor' promo. Either as a face or a heel, depending on how well they could deliver a promo and get the desired reaction. This is why Cody (IMO) would be perfect for it. As a heel, you could have Zeb defend Cessaro
