Definitely Joe, Angle/Styles had some good matches, but Joe was the better rival.

I'll say Joe.
But while I'm not a Joe fan by any means, I still can't believe they Joe lose to Kurt coming in. That completely and totally killed any reason for me to care about them feuding after that. I'm not saying that Kurt needed to lose, or hell even lose the feud, but Joe was quite impressive up until that point, and you want to build a long term feud on a guy, who you just deflated? The way I saw it was this, TNA is good and Joe is the best. However, WWE is great, and Kurt is maybe the number 4 guy. Oh and the number 4 guy for WWE just beat our number 1 guy.
I know they had good matches, and Joe couldn't stay undefeated forever, but it just always struck me the wrong way the way they had Kurt come into the company. They blew their wad WAY too quick. But hey, this is TNA we're talking about.

I think Joe is Angle's biggest rival in wrestling period, not just within TNA. Their rivalry is one of the biggest in TNA history. I wouldn't even say AJ is his second biggest rival I'd definitely put Jarrett, probably Sting and maybe even Roode ahead of AJ. When you got AJ/Angle in a match you knew it would be good but I wouldn't say it was ever a particularly huge rivalry.

Joe was the better rival, but Mr. Anderson fought Angle like, 108 times, so by sheer amount, Anderson was.
