I thought we were getting a third one after the end of the second one with the leader. I haven't heard anything on it in years. After Avengers pretty much all of them have gotten a solo movie since. WHAT ABOUT THE HULK? ??

As both of his solo movies did pretty poorly.
Probably not.
Edit: It is pretty hard to write a good movie with Hulk as the center piece.
Personally I think he works much better as a supporting character than as the main in the cinematic medium.

Basically, the way Hulk is portrayed in The Avengers is exactly why it'd be tough for a movie to work well.
No matter what, there's always an uneasy fear about Hulk, even from the other Avengers. It can be argued, that even though they were all on the same page when the invasion started... things didn't look even remotely possible until Hulk got into the mix.
It's similar to why it's so hard to do a Superman movie anymore. Hulk is Hulk, Superman is Superman... they're pretty much unstoppable, and really... any way to make them feel vulnerable is just window-dressing. There's no power they need to acquire, all you can really do is take a power away and wait for him to find a way to regain it. He works REALLY well in Avengers because all you have to do is imagine some freaky, visually impressive, shows of strength and you have people satisfied with his appearance.
Plus, he has a good comedic quality to him. The fight with Thor was hilarious, and when they worked together towards the end, but Hulk just couldn't help but give Thor one last bro punch that knocked him out of the scene.... that was awesome.
Hulk exists best as Hulk. An hour and a half movie would basically consist of two things.... 1. Hulk destroying things 2. People waiting for Bruce Banner to become Hulk.

Hulk can exist as a solo character and excel as such. He needs to be a lonely character controlled by rage, but also with a basically good heart. He can be traveling the world, chased by something that wants to kill him/capture him. He needs to find something (a town, a runaway child, etc) to protect during this whole process. He can spend virtually the whole movie transformed and he has a reason to fight evil.

Yeah, at this point I'm convinced that Mark Ruffalo's cameo in the post credit scene of Iron Man 3 was to keep Banner (and by extension Hulk) relevent.

Probably not until they can figure out a good formula for a Hulk film. You can't leave Ruffalo out of the lurch because he's too good of an actor to just be doing motion capture for Hulk yet at the same time you want to give the audience what they paid to see (which is HULK SMASH!)
Hell that's why Joss Whedon thinks a Hulk film is a bad idea because Banner spends the whole film trying to get rid of what everyone else wants him to use. Obviously Avengers has shown that Banner can control the Hulk in some fashion so that's one hurdle down. Now it's just a matter of getting a story together that helps out both Ruffalo and Hulk.

If they follow the current Hulk storyline it can work. The entire theme is "Hulk Destroys, Banner builds" and he is an agent of SHIELD. During down time Banner creates, then he unleashes the Hulk on missions. Honestly, Hulk has had more character development and changes than damn near any character ever, the whole "Hulk SMASH" persona is such a small part of the character, but it is all any one latches on to. I still like the Ang Lee flick because it touched on Peter David's more emotionally stilted side of the character. The issues in that movie were the villains alone.

I keep telling my friends that I think the best way to do another Hulk film is to give him someone to play off of. Have Fury assign Hawkeye to keep tabs on the Hulk, and then pace the thing like a buddy cop movie. Those two characters had amazing chemistry in Earth's Mightiest Heroes. All it would require would be to give Hawkeye his actual personality and not the generic military guy persona he had in The Avengers.

I believe they were planning a Planet Hulk movie, but it got nixed as there was no part for Mark Ruffalo(Ruuufffaallloooo)
So instead they went with no movie at all?
