Regal deserves a mention. The fact he hasn't won any world title in his career is kinda unbelievable considering what a great performer he's been throughout the years. Just because you're a good performer, doesn't mean you should be given a major championship.

Just because you're a good performer, doesn't mean you should be given a major championship. True, but when you look at the mediocre talents who HAVE had a world title run (Miz and Khali for example) then see that the likes of Regal and Goldust haven't, it's kinda sad. Besides, it's not like Regal was just a great performer yet couldn't connect with the crowds, couldn't cut a promo or had zero charisma or whatever else WWE look for in a champ. He could always connect with the live audience, had a lot of charisma and could cut some awesome promos. There's some guys who were great performers but lacked something (Morrison for example, who just couldn't cut a primo) but Regal wasn't one of those guys, he had what it took for a title run. Even if it was a short run I think he should have had the opportunity. Although, to be fair, he did muck things up himself during his KotR run when he seemed like he would get a main event push.

Are Booker, Khali, Swagger, Ziggler, and Benoit the only people that no longer count as former world champions in WWE if the WHC is disqualified?

Part of that has been him saying he does not want the responsibility that comes with being champion, basically being the main draw, versus lack thereof.

Dibiase will be at the top of this list for me. It's crazy to think that he was an excellent worker and THE top heel for a while and never held the belt, but it also really added prestige to the title that the man who could buy anything couldn't get his hands on it.

I think the world title should count as its been the premiere title at times since coming back. and its pretty telling the absolute best answers to this list all came before the attitude era.

Technically he did get his hands on it, and was even billed as champ for three house shows, but it was short lived. He didn't need the WWE championship anyway. He had the Million Dollar one. My pick was Piper but if he wasn't willing to job than I can understand why. I would have settled for better wrestlemania opponents. WM1, 2 and 8 make sense but I wish he fought Race instead of Adonis and Savage instead of Bad News Brown.

Luger in '93 Not the best wrestler but WAS over during that Lex Express Period.
Personally I'd choose Mr Perfect or Steamboat.
Considering the heat and the well constructed Bret Hart storylines of 93-95 I'm surprised nobody said Owen Hart or Jerry Lawler

man Mr. Perfect should have got the title in 1990/1991. way better choice than Sgt. Slaughter at least
also DiBiase in 1989/1990, Steamboat in 1991/1992 (instead of being an undercarder in 91), RVD in 2002, Booker T in 2003
