These days the WWE seems to prefer the more light-hearted gimmicks, so no, I don't think it's too surprising that Emma might get called up first.
Though I don't think she's going to get as over with her dancing on the main roster like she did on NXT.

Paige still has the NXT title, so I guess not. I also heard somewhere they were holding off on calling Paige up due to her age being only 21. Whether there is much truth to that I am not sure.
Both need calling up though, the women's roster is awful.

Actually, yes. I was kind of expecting Paige to debut within the next six months. I thought she might drop the NXT Women's Championship to Emma, Bayley, or even Summer (who has remained a regular since she debuted as Fandango's dance partner).

I am not surprised, given I think they might want to test the waters before calling up Paige, but I expect Paige will probably be on the main roster sooner than later. |

They've gotta keep Paige in NXT whilst they keep chipping away at her accent trying to get her sounding less british.
(maybe I'm just paranoid but I swear all her recent promos have involved her speaking in a more "neutral" voice)
