At this point Hogan doesn't add anything to the product other than a pop (which honestly haven't been as large as they used to be)

Precisely how WWE is using him; to shill the Network and other programming, talk up the current stars, and for merchandising. Those are te only uses he really has at this stage.

Why is he not part of Legends House? Do they think he would make everyone else irrelevant or something?

Make him General Manager of NXT (is JBL still GM?). Having Hogan work with the 'future stars' could be great for them

Give him his own little show on the network. All he does is talk about a story-line, and give alternate commentary on the match. The beauty of it is that you can re-do matches and laugh as he embellishes different parts each time.

I'd keep him on Legends contract but I wouldn't put him on TV unless it was something extremely special. I think Hogan and Hulkamania have been exposed with all of the personal stuff that went on in public(Divorce, Car wreck, Prison visit transcripts, etc etc) so I don't think that people have the same love for Hulk Hogan they used to. Most of the excitement when he came back for his run with The Rock, Shawn Michaels, etc was that he was FINALLY back in WWE from WCW. I'd wager a guess that, for the most part, casual fans don't know that he was in TNA. Even if they do know he was there, nothing happened. I don't really think a GM is necessary, at least for Raw, as long as Triple H is an onscreen authority character. You could move Brad Maddox to Smackdown if Vickie leaves, which leaves NXT.

Send him to alternate dimension where there are no Hulkamaniacs and it's not hot. All you have to do is film it and it'll pull bigger ratings than the NFL, brother!

Exactly what he's doing but less scripted so he sounds less like a dick. Hogan has been cutting classic promos for over thirty years. He doesn't need things written for him.
Also, he would never leave the performance centre. Hogan can teach the young guys more about getting over and staying over with minimal wasted effort than anybody else, and is an invaluable asset to the company he helped build.

I would use him maybe as a GM or have some new guy from NXT come up and have Hogan take him under his wing as "The next immortal", I think that would be an amazing gimmick for someone being brought up from NXT to RAW.

I'd have Rusev taunt him till he feels he has no choice but to come back for one last match. Then have Rusev beat him so bad that he dies in the ring (Kayfabe, obviously, although he'll have to go into The Wrestler Protection Program).
Then Cena swears vengeance on Rusev in an Unsanctioned match to be held at Wrestlemania 32 in Moscow with Vladimir Putin as special guest ring announcer.
It's like a Hollywood script, it practically writes itself.
