I think seasons 3-10 of The Simpsons are pretty much timeless. Season 2 and Season 11 are pretty good too, but Season 2 isn't quite as strong as when they reached their peak and Season 11 has some stinkers.
As for cartoons that haven't aged well I'll say I wish He-Man held up better. Loved the show as a kid, but watching it now things like the recycled animation and stuff get to me a bit.

It's completely a question of how much effort was put forth and how much of a budget a show had. If it was made well, it holds up, but if it wasn't, it doesn't. Most of the Hanna-Barbera and Filmation shows from the '70s have aged terribly to the point of being practically unwatchable, but they were designed to be cheap, disposable kiddie fare without a wider appeal. Shows like DuckTales, Animaniacs, and Ren & Stimpy are as good now as they were then, and often gain something by watching them through adult eyes.
One show that held up incredibly well that I wish got more love than it does is the Twisted Tales of Felix the Cat.

Yeah, a lot of the Scooby Doo and Flintstones material now looks horrible, especially with the usage of laugh tracks.
Personally, I hope that people have grown to respect the first season of the Simpsons for what it was instead of just recoiling in horror.

While story-wise it has aged well enough, animation wise Reboot (and well, for that matter most early CGI shows) hasn't aged that well.

Early Beavis and Butt-head episodes are painful to watch due to the low-quality of the animation.
Futurama has aged well as it came out in what, 1999? Too bad it's canceled.

VOLTRON will be the landmark of cartoons that, to me, have aged horribly. Animation is fine, but knowing all those voices were dubbed and that it was re-edited from a very violent (and lethal, IIRC) Japanese casrtoon called Go Lion into a kid-friendly foolishfest ruined that show for me. RUINED. Old HE-MAN is quite dreadful (I suspect SHE-RA is too), but the newer one is quite damn good. I love GI JOE to death, but rewatching it within the last 2 years or so pointed out a LOT of flaws. Still, I love it all. That said, I don't really diss the people who don't like it and point out said problems. Because I do get it. The DIC produced (post-movie) episodes, though, are even worse now. If that's even possible. Seasons 1 and 2 of SOUTH PARK are rough to look at (Season 3 - post-movie - was something of a visual improvement), but only animation-wise. Writing is still fun and great. Season 1 of SIMPSONS and FAMILY GUY are chores to get through. Also, when I learned that certain Looney Tunes at the end of the run (late '60s) were kinda rushed through in production - and even some were animated/written by other people who weren't part of that 30-year legacy team of creators - those became very off-putting and weird to watch. I always knew there was something off about Sylvester vs. Speedy Gonzales, and now I know why.

I always knew there was something off about Sylvester vs. Speedy Gonzales, and now I know why. Sylvester vs. Speedy wasn't that bad to me. DAFFY vs. Speedy, however...

I got the 1968 Filmation Batman on DVD, it actually holds up quite well if you compare it to the West series and the comics of the '50s and '60s. Now the 1977 Filmation series? More pacifistic than Superfriends, and Bat-Mite is more annoying than Orko supposedly was. Burt Ward doesn't sound too enthusiastic, and there's LESS voice actors/actresses than the '68 series, which at least had a cast that could fill two columns in the credits.

Never liked it that much anyway, but I didn't enjoy rewatching Cyber Six the other night. Bad art, way too rushed pace throughout and the voice acting was terrible. WAY too overhyped of a cartoon due to it having only one season.

90s Spider-Man and X-Men are interesting cases in that their animation limitations and over the top voice acting have become a bit eye roll worthy, but stories and characters are still pretty solid, and you can see how groundbreaking they were in western cartoons in doing long story arcs and development of relationships.

Everything was cheap and completely unoriginal, which is a shame considering 15 years earlier, WB were on the cutting edge of animated shorts. No one could touch them. Too bad the Academy Awards didn't feel the same way.

Batman TAS has aged remarkably well on just about every scale and holds up well even by today's standards. By contrast, the X Men cartoon that was airing at the same time has not aged well at all and it is disappointing to see how crude tge animation looks and how childish the storytelling seems today.
