Dude, that cover obviously means they're selling it on being able to play as Hardcore Holly.

WWE SmackDown! Shut Your Mouth had five people on the cover; ditto for WrestleMania 2000 (the great game, not the crappy PPV). Now, we're down to one person. We sure came a long way...
If they're gonna do a cover, they should have the Tag Team Champions, the Intercontinental and United States Champions, the Divas Champion, and the WWE World Heavyweight Champion all on it. Or, they can do a poll and have fans vote who should be on the cover, and the top 5 picks can be on it, though that is a pretty flawed concept...
